"Times" Cables. (Received.2Stlv May, 2.30 p.m.) LONDON, 27th May. The Riga correspondent of ''The Times'' says that President Smetona has proclaimed a constitution declaring Lithuania to bo an independent democratic" republic, with the capital at Vilria.
