LOCAL BODIES' LOAN POLLS
, .• , 4. A plan for improving local bodies' loan polls was put before the Auckland Transport Commission by Mr. ,T. Bloodworth (states tho "New Zealand Herald")- Tho present system, said Mr. Bloodworth, allowed a loan to bo defeated at a poll which indicated merely the ratepayers' inertia. It had actually happened that a ticket had been returned at a local body election,'pledged to bring forward certain proposals, yet whon those proposals were submitted a few months Inter they had been rejected by a narrow iiifirfjin at a Very small poll of ratepayers. His view waa that, unless 25 per cent, of the' peoplo on the roll votod against the proposal the lattor_ should be deemed to have been, carried.
