Cabinet has approved a reply to the American anti-war proposal, declaring that it is pleased to support tho proposition, on tho understanding that it does not conflict with tho agreement with the League of Nations and does not affect actions due to self-protec-tion. Japan is. ready to participate in a conference to substantiate the pact.
