The State Taxation Commisisoner, Mr. Whiddon, reporting to the Assist-ant-Treasurer, makes startling charges concerning the condition of affairs prevailing when the-Federal and State Departments were merged. . Mr. Whiddon declares that the Federal Department was topsy-turvy and that there was unmistakable evidence of malpractice, also that following on retrenchments sabotage was resorted to to destroy portions of a recommenda--tion rogarding a refund which Mr. Whiddon suggested should be suspended. When he saw the papers again, his minute to that effect had, been deleted by chemical process. . . •,- ,:
