This dpoumeht appears to be largely a restatement; of the views expressed on many occasions! by Sir Austen Chamberlain and other British statesmen. Britain apparently prefers the system of regional arbitration agreements to that of an all-inclusive pact. She is not prepared to accept the compulsory jurisdictionl of the Permanent Court of International Justice.
