Olaudel he expressed general approval of the four French reservation* as such, or advanced them merely as suggestions for strengthening tho projected treaty. Further discussions with M. Claudcl may clarify ambiguity. In that event, and if a general agreement on conditions can be reached, another American note would be unnecessary. Instead, the United States and France would formally present to Britain, Germany, Italy, and Japan tho correspondeneo which has passed between them, accompanied with an invitation to join negotiating a treaty.
