"Germany is only using the arrest of her engineers as a pretext for rupturing trade negotiations," said the Soviet War Commissar Voroshiloff. The German Government, he added, knew il--self too weak to complete tho task . and wanted an excuse for withdrawing. Voroshiloff is greatly irritated by the German newspapers. The "Tagliche Rundschau" says that Soviet methods of negotiation arc intolerable to any civilised country. The Soviet must understand that trading is impossible if German representatives aro liable to be shadowed, persecuted, and imprisoned on idle pretexts.
