GENEVA, 16th September. Dr. Nansenj opening the discussion on the. Mandates Commission's report mentioned the Samoa trouble. Mr. Knpwles_ referred to the circumstances into which the Eoyal Commission was inquiring preparatory to reporting to the Mandates Commission, for which reason it was premature to discuss the matter;
