GENEVA, 16th Rtept M. Paul Boncour, speaking .before the Committee considering disarmKUnent, moving his resolution, declared that the development of arbitration raduced tho fear of war, but so far it was (insufficient. Security must precede distarmamout. Therefore the Preparatory Disarmament Commission must define the guaranteo in order to be successful. He was convinced that such a reorganisation of security would ensure., disarmament and enable the establish; ment of special security agreements inspired by the Covenant. The Prepaiditory Commission must request the States objecting to the Protocol to define ituoir objections, which they had no(< yet done. Ho deniod that tho Prottocol was Continental. Such a chaructor would bo contrary to the spirit os'. the League.
