MR. DE VALERA SPEAKS
"SHADOW OF CIVIL WAR"

''The Pianna Fail's first immediate objective is to remove the oath," said Mr. de Valera, speaking in Dublin, "It is a barrier keeping Irishmen divided. If we get into power the oath will go without delay, and with it political tests whereby employment in the public service is made the perquiaite of party. Mr. de Valera said he had the writter opinions of four senior counsel seating that the taking of the oath was not obligatory. It was, he said, being retained only for political party purposes. Whatever. Lord Birkenheaa might desire, he did not lelieve that Englishmen wanted to keep Ireland in turmoil or in the shadow of civil war by striving to exact an allegiance no large body a£ the Irish people would render.
