LOWER HUTT RESOLUTIONS

On the motion of Councillor A. V. Roberts, the following minutes of a special meeting of tho Lower Hutt Borough Council held for the purpose of considering the proposed Bill relating to the acquisition of laud in tho Hutt basin for a water supply ivero handed to the Press for publication. Present: Councillors A. M'Bain, W. G. Meldrum, E. Waldie, Sir A. F. Roberts, A. Grierson, and A. J. Hobbs. Tho Borough Solicitor also attended. Councillor A. J. Hobbs presided. This special meeting was called to consider the draft Bill re the conservation of the head waters of the Hutt and Akatarawa Rivers and to have tha provisions of the Bill explained by tho Borough Solicitor. After discussion the following resolutions wero carried:— "That this council, while approving of the objects of the Bill, takes exception to several provisions thereof, in particular those conferring powers on tho City Council uncontrolled by the board, and that no Bill bo acceptable which dees not either vest the laud in tho first schedule in a board or if in the I City Corporation give the board full control over the exercise of the City Council's powers, and that the solicitor, in conjunction with the solicitor to the j Petono Borough Council, frames objections to tho Bill on these lines, and, after conferring with Councillor Roberts, forwards these objections to the City Council." "Further, that the constitution of the board be amended so as to provide equal representation of five members each for tho City Council and tho contributory local authorities, with power for cacti to appoint an independent eleventh mombcr to act as chairman, and in the event of their being unable to come to an agreement such appointment to be made by the Governor-Genera' in Council." "That if the City Council so desires tho Lower Hutt Borough Council will support a postponement of the Bill to next session to enable expert information and advice to be obtained by tho City Council and the local authorities."
