MR. CARVIN'S QUERY

at t t LONDON, 29th May. Mr. J. L. Garvin, writing in the "Observer," says that while admitting that logical justification of the Government's policy is overwhelming on paper, he argues that the Arcos raid by itself was a Jiagcp and added nothing of importance to tho evidence already possessed. He asks: "What have we gained in politics or trade? What happens next? When, and under what conditions, do we expect to resume relations!" He concludes that as a strong, humorous people wo could have made surer by bringing the game to the best result by biding our time. The affair in no way promotes the spirit of Locarno, but leaves the prospects of disarmament in j rather a deeper shadow.
