WASHINGTON, 13th May.

Lieutenants Ramsay and Kincaid, naval hydrographic experts, having carefully studied the weather conditions, have presented a report to Mr. Curtis D. Wilbur, Secretary of the Navy, evolving a theory that Nungesser and Coli may have turned over Labrador and are safe. The theory is based on the assumption that engine trouble interrupted the flight and the aviators followed the course originally mapped. The report shows that in this case they would have struck a storm centre moving northward across their course and might either have been blown from their course or have turned north purposely to avoid the storm, which in turn would have carried them over Labrador. Investigations disclosed that the wind conditions along the route were the best that could be hoped for, but if the airmen descended in Labrador it might be months before they can reach civilisation.
