AMERICAN POLICY
INSTRUCTIONS TO MINISTER

WASHINGTON, 4th April. The Pr ss Association has been informed that the Government has sent delayed instructions to Mr. MaeMurray, United States Minister in China, regarding joint demands to the Nationalists. The instructions are understood to modify the joint draft demands, which Mr. MaeMurray submitted to the State Department after conferences with the British and Japanese Ministers. The new orders permit joint demands for . indemnity for the Nanking and other outrages, and request guarantees foi- future protection of foreign lives and property, but they do not authorise ;- American or a"joint ultimatum. According to informed persona here it is considered probable that Mr. MacMurray and the British and Japanese Ministers at Pekin will be able to agree to joint action along the lines favoured by the Americans.
