SENDING OBSERVER

DECISION POSTPONED

(United Press' Association.—Copyright.) _„„.. PARIS, 16th March. The Cabinet had a long discussion concerning the reply to President Cbolldge's latest Note, but a" decision was postponed till, the next. Cabinet meeting. It is believed that. Cabinet is not inclined to endorse the'original idea of sending an ".observer."' Opinion is hardening that the subject of disarmament should be treated as a whole. It is pointed out that the League of Nations' programme provides for this whereas President Coolidge's proposal does not, while a mere "observer" at the Washington Conference, would be at an obvious disadvantage in defending France's naval viewpoint.
