(United Press Association.—Copyright.) (Received sth March,. 10 a.m.)

SYDNEY, This Day. The Government suffered another serious defeat in the Legislative Council last night, when' Mr. Willis's motion to rescind tho resolution referring the Family Endowment Bill to a Select Committee and restore the second reading to the Order Paper was defeated by 39 votes to 29.

The Upper House, the Legislative Council, consists of ninety-seven members at present. They are appointed by the Crown for life. Faced with an adverse majority which threw out or militated Bills passed by the Lower "°. usc > af, r- L: '"g "ske<l "the Governor (Sir Dudley dv Chair) to appoint a number of extra members, with the intention of securing a working majority, llio particular measure at the time was a Bill to abolish the Upper Houso altogether, but the Legislative Council, including the new so-called Labour appointees, refused to commit political hankan and so the Upper House has continued to be a thorn in the side of R-ii rl S aml Ws party- The Liquor Bill, alter passing tho Assembly in a stormy sitting with a number of amendments, was thrown out by the Upper House. Subsequently it was reinstated •on the motion of Mr. Willis and carried. Its return to tho Lower House was the cause of the scenes and the triple deteat of the Government mentioned.
