The third progress report of tho Royal Commission on National Insurance states that tho annual expenditure on poor relief by private charitable organisations and Government institutions, including old age and invalid pensions, in Australia totals fifteon millions sterling. Tho report recommends that moro cft'ectivo provision could bo made by a comprehensive scheme of national insurance than by amending tho Invalid and Old Ago Pensions Acts to provido for the payments of destitute allowance, i>nd that pending tho institution of some such scheme the Commissioner of Pensions should bo granted certain discretionary powers in regard to Tejected claims whoro the claimants aro destitute.
