NATIONALIST PLANS
NO VIOLENCE TO BE USED
SHANGHAI, 27th -February.
Eugene Chen, the Nationalist For-, eign Minister, has issued an order that only those specially authorised' by the Nationalist Government can make agreements with the Powers respecting Shanghai. Ho declares that the Nationalist Government will not use force to effect changes in the status of the concessions ■and intcrur.tional settlements, but he says that the presence of the British Army ;>.t Shanghai lias roused national indignation, which has found expression in anti-British propaganda and the general strike. Ho stresses the importance of not endangering the lives of Japanese, as Japan lias not landed troops, and adds that the loss of foreign lives must bo averted. Probably, the British force j will be ordered not to attack the- Na-
tionalist forces unless they themselves are attacked. He strictly warns the populace against the possibilities of accidental firing, and the necessity of reporting any unforeseen incident which might leaa to an outbreak of hostilities.
