SHANGHAI, 7th February. 1 The proposals for the neutralisation of the International Settlement at Shanghai advanced by America have been endorsed by Britain as a solution of the difficulties confronting her here. Hankow reports that the agreement was absolutely turned down by the leaders of the Nationalist Government. Chen said that such a proposal would perhaps be welcomed by Chang Tso-lin, the Manchurian ruler, and the Pekin Government, but that the Nationalist Government would have no arrangement of anything of the kind. Sunho, son of Sun Tat Sen, the deceased leader of the present revolution sees no •necessity to have his own territory protected by foreigners. This is a reply to the Powers' preparations for armed intervention.
