WASHINGTON, 4th February. The State Department on Friday formally announced the appointment of Mr. _ William Phillips as United States Minister to Canada. Mr. Williams explained his willingness to surrender the post of Ambassador to Belgium in order to go to Ottawa, because he realised "the importance of the position and the great further service I can render the Government."
The appointment of Mr. Frederick A. Sterling to Dublin is officially confirmed. ..--.-
Mr. Frederick Augustine Sterling was born at St. Louis, Mo., in 1876. Since 1911 he has been, in the American diplomatic service at Petrograd, Pekin,' Lima, Paris,' and London.
