Dr. Marx, in a statement at the opening of the Reichstag, declared that the Government recognised the Republican Constitution, the organisations and colours of which would be protected and honoured. Changes would be made only as constitutionally provided for and forcible attempts at alteration would be punishable as high treason. The Government specially drew attention to defence and the strengthening of Germany's confidence in th^ Reichswchr, from which politics- must be excluded. President Hindenburg's decree against illegal recruiting must be carried out. The supreme task of the Government was the liberation of the second and third Rhineland Zones. The continuance of the occupations was incompatible with the Locarno spirit, and endangered neighbouring relations. A policy of mutual understanding would solve the problem.
