U.S. MINISTER TO CANADA
(Eeceived 4th February, 2 p.m.) WASHINGTON, 3rd February. Mr. William Phillips, United. States Ambassador to Belgium, and ex-Under-Secretary of State, has been selected as the first United States Minister to Canada.
Mr. Phillips was born at Beverly (Mass.) in 1878; was secretary to Joseph Choate, United States Ambassador to London, 1903-05; second secretary of United States Legation at Pekin, 1905-07; and, after considerable diplomatic and Foreign Office service Under-Seeretary of State in v 1922-24' since when he has been United States Ambassador to Belgium.
