REPRESENTATIVE IN WASHINGTON. (United Press Association.—Copyright.) "WASHINGTON, 11th November. The appointment of Mr. Vincent Massey as Canadian Minister, here has created a feeling of satisfaction in official and Congressional circles. Canada will be directly represented in the United States, and it is expected that arrangements will facilitate the handling of matters of concern to the two Governments.
