ABTISTS TO BROADCAST WITHOUT PAY.

The Eussiau Government has promulgated a decree that all artists must broadcast without pay if a microphono is installed in the theatre, or concert hall where they are performing. Actors and musicians in Moscow have recently refused to appoar unless paid extra for broadcasting.
