TANGIER INTRUDES
LINKED WITH COUNCIL S€AT
SPAIN'S CLAIM FOB MANDATE,

LONDON, 24th August : | The question of Tangier continue* in the forefront. According to the "Daily Telegraph's" information, Spain : pjroposes a thirteen to fifteen years' mandate from the League of Nations. - This suggestion is. linked directly with the claim for a permanent seat on . the Council. "The Telegraph" in an editorial emphasises that long and complicated negotiation will be necessary if the present regime is to undergo revision. The Government will certainly oppose any linking up of th« two issues. Mr. Archibald Hurd writes: **It is inconceivable that the peoples of Australia and New Zealand, or the Government of India, will remain unmoved by any development which in any circumstances will affect the freedom of movement of British ships, whether of war or commerce, in the Mediterranean. Gibraltar is the half-way house to Malta, which as a result of the redistribution of naval power dace the war has become tae bam of our principal squadrons.
