POLICY OF RELINQUISHMENT INDICATED

WASHINGTON, 22nd August.
The United States is expected to agree to the conditional relinquishment of its extra-territorial rights in China as the result of a study of Chinoso conditions by the American Ambassador, Mr, Mac Murray and Mr. Silas Btrawn, Special Commissioner. They are now preparing a confidential report at Pekin us provided by tho Washington Treaty, and it is understood that the United States is ready to agrco to relinquishment in progressive stages, conditional upon China's ability to codify her law 3 and establish fair Courts.
Tho United States .is believed to be striving for united action on tho part of the other Powers on the basis of this American policy.
