CITY EMPOWERING BILL.
The Wellington City Empowering Bill has been reported on by the Loetl Bills Committee of the House of Representatives. The Committee has framed a new clause providing that the council may, from time to time make bylaws requiring that when new buildings are erected, or any buildings are rebuilt or reerected, or are substantially rebuilt or re-erected, they shall not stand within 50ft or less from the middle-line or any, street or private street specified. Power is given to increase the width of streets to 100 ft; and various subclauses deal with the levying of claims for compensation. Sub-section 6 Bays that in assessing compensation in respect of any claim made in respect of land under the section, or in respect of land taken for street widening or other street purposes, the Compensation Court shall take into consideration the necessity for, or advantage of, affording greater street space and the betterment accruing to the whole _of the adjoining property of the claimant, such betterment to be set off against the compensation claimed. Clause 6 of the Bill, which proposes to repeal clause 12 of the Empowering Act of 1924, setting out that a poll of the ratepayers has first to be taken before a charge can be made for admission to the Zoo on Sundays, has been struck out.
