TO FORCE NEGOTIATIONS
BILL REGARDED AS LEVER.
(Australian-New Zealand Cable Assn.). LONDON, 2nd July. The Miners Eight Hours Bill, should it be given the Royal Assent on Wednesday, stands alone as a lever to fotfee negotiations, though Mr. Baldwin's conciliatory speech has aroused speculation in the lobby of- the House of Commons a: to whether the Government is now willing to force the whole of the Coal Commission's report on the mine owners If the Miners' Federation accepts it. However, the matter is outside the range of practical politics, as the miners' leaders show no signs of ""weakening.
The "Daily. Telegraph's" Labour correspondent, however, records that 400 miners returned to work at the old rates for eight hours at Castleford. This is regarded as a significant example that.may have the widest effect in West Yorkshire coalfields.
