EBGISTKATION BILL. A Bill for the registration of veterinary surgeons was read a first time in the House of Representatives on Thursday. is to be under the control of a board consisting of a registrar, to be appointed from among the veterinary surgeons in the employ | of the Department of Agriculture, one person to be appointed on the recommendation of the Minister of Agriculture and two veterinary surgeonsl' to be appointed on the recommendation of the New Zealand Veterinary Surgeons' Association (Incorporated). All excopt the registrar shall be appointed for a term of three years, and shall receive suitable allowances and travelling expenses. The registrar is to be chairman.- To be entitled to registration an applicant must be (a) a member of the Royal College of Veterinary Surgeons, London, or (b) a graduate ordiplomee in veterinary medicine and surgery of any other institution roquirj ing a course of at least four years' study of the appropriate subjects and recognised by the Government of its own country and by the board as a proper and efficient teaching institution. If the applicant is not qualified under either heading he must satisfy the board that he was employed or was practising as a veterinary surgeon in New Zealand at the date of the commencement of the Act, and that he is a graduate or diplomeo in veterinary medicine'and surgery of an institution similarly recognised -■• and approved which requires a course of three years' study for its degree or diploma. Applications under this heading must be made within ouo year of the commencement of the Act. There are the usual provisions for cancelling registration on account of misconduct, and for the hearing of appeals, and for the gazetting of an annual list of such registered veterinary surgeons.as desire their names to be so published and pay tho prescribed foo. A penalty 0f,£20 is prescribed for the use by any unregistered person of the title of veterinary surgeon, veterinarian, veterinary practitioner, or any other that may cause any person to believe him to be a registered veterinary surgeon.
