General Andrews, who is in charge of Prohibition enforcement, ■also has a general appropriation of 11,000,000 dollars this year for carrying out the provisions of tho Volstead ■Act, . - •General Andrews is going to Europe next week to negotiate anti-smuggling' 'troaties with "Britain, Germany, Prance, Denmark, the Netherlands,- Spain, and Italy.' Upon his return he will make an inspection of the whois border and visit Alaska. .
