NO CONNECTION WITH LEAGUE,

WASHINGTON,' 3rd April

A Note declining the League of Nations' invitation to the World Court Conferenco in Geneva will be forwarded early in the week by the Ser-etary of State, Mr. F. B. Kellogg. Instead,- of meeting other nations in conference to discuss the American reservations to the Court, the United States will continue direct negotiations with the signatories of the Court Protocol.
