According to the Hochi, which is the Government Party organ, the Government has instructed Matauda, chief delegate to the preliminary disarmament conference, regarding the principles and policies to be followed. These include: (1) To restrict the agenda to feasibilities only. (2) To recommend the exclusion of aircraft from questions from the agenda owing to the difficulty of differentiating between those for commercial and military. U3e. (3) To regard the abolition of submarines as unfeasible owing to the remarkable changes in type since the Washington Conference. ' (4) To urge the prohibition of poison gas as against the principles of humanity.
