Germany's application for admiV tance to the League of Nation headed to the Secretary-General of the League it signed by Herr Stnseraann, and briefly requests that the application be placed on the agenda paper for a meeting of the League at the earliest opportunity. Attached is the copy of * note from the Governments partieipaiing in the Locarno Agreement! answering Germany's, requert for elucidation of Article 16 of the League's Covenant. The note says that the Article as interpreted mean that each member of the League must loyally and effect* ively do his- part to make tha Covenant respected and oppose all aggressive action in a ■ manner oompatible with his military position and consider* ing his geographical aitaation. ■';__..
