The Diplomatic Corps has published summaries of the reports of the Judicial Commissioners, together with a report of the Diplomatic Commission, which visited Shanghai in June. The diplomats, in a preliminary statement, say that as no Chinese witnesses came/forward, the Judges were unable to collect full and sufficient evidence and could not arrive at a unanimous decision. Each, therefore, submitted his own decision. A summary of the American report attaches some blame to Mr. ii'Euen, Chief of the Police. The Anglo-Japanese Judges, on the contrary, do not attach blame to the police, stating definitely that none of the police was accusable of negligence. Mr. M'Euen was not responsible for failing to anticipate the disturbance. Everson's order to fire was justifiable.
