RUSSIANS ATTACK AFGHAN GUARDS.

Excitement prevails in Kabul owing to a Russian attack on the Afghan frontier guards at Badakshan (between the Hindu Kush Mountains and the River Amu), which is described as an unprovoked one. The Afghan commandant was killed, and there were other casualties, but it is believed that the affair is only of local significance, as Russia at present is anxious to cultivate friendly relations with Afghanistan.
