The Riga correspondent of "Tho Times" aays: "The Soviet agitation against the Locarno spirit has flared up again in connection with the TurcoSoviet Treaty, which is held to have entirely frustrated the British designs to create a Near Eastern Locarno, because it prohibits Turkey's entrance. N Without Turkey a Near Eastern Locarno Pact is unthinkable, declared the Moscow paper "Izvestia," which mentions the possibility of a Persian-Turco-Soviet Alliance.
