It is learned that a unique and dolicate problem *of constitutional etiquette is exercising tho authorities at Downing Street, namely, as to -whether the Dominions should attend in London to sign the Locarno Pact on Ist January, 192 G. Since tac Dominions acquired the status of separate ', nations, sending their own representatives to the League- oi! Nations, they. have been kept exhaustively informed of developments in foreign affairs. The General Elections in AustraliaCanada, and New • Zealand further complicate the position. Moreover, Britain is not yet aware'whether any of the • Dominions will have ratified the Pact before the Ist January next. It is presumed that New Zealand, from.' ! long and ready acquiescence in Britain's lead, would be prepared to sign, but it would be an anomalous position if New Zealand were the only Dominion attending, the historic ceremony.
