Mr. W. 'G. OrmsbytGore, speaking at Manchester,- said the problem of Locarno was " shall Germany regard her future as bound UQ^with the Western Powers, or work -JM Russia for the destruction of W&Wrn civilisation?" The significance of the Locarno Pact was tremendous. It meant that Germany was detached from Russia and throwing in its, lot with ,the Western Powers. The Pact "had also reinforced and strengthened the League of Na tions to an unexpected degree.
