LONDON, 3rd September. ' It is officially announced that Sir Herbert Samuel has been appointed chairman, and Dr. Kenneth Lee, .Sir William Boveridge, and General Sir Herbert Lawrence have been appointed members of the Royal Commisison of Inquiry into the. coal industry. ;
