FRENCH REPLY TO GERMANY PUBLISHED AND ACKNOWLEDGED, (UNITED PRESS ASSOCIATION—COMRIGHT.) (REOTER'3 TELEGRAM.) LONDON, 26th August. The text of the French reply to the German Note of 20th July, on the subject of security, has been published. It reiterates the declaration of the I French Note on 16th June, that a security pact cannot affect the provisions of the Peace Treaty relative to the occupation of the RMneland. France and the Allies are convinced that Germany's entry into the League of Nations is the only solid basis of a mutual guarantee and a European j agreement, but Germany must enter on the same conditions as other nations. The Note says the Allies are not qualified to discuss the conditions of Germany's entry, which the Council of the League lias decided. Referring to the German reservations, that arbitral conventions should be concluded between Germany and her neighbours, France emphasises that the primary object of the Allies is to render fresh resorts to force impossible; therefore compulsory arbitration is an indispensable condition of any pact, JUDICIAL EXPERTS TO MEET i The "Morning Post" correspondent in Berlin states: "It appears that the French Ambassador, when handing over the Note on behalf of the Allies, made the statement that the Allies thought it desirable that judicial, experts from Germany and the Allies should meet to discuss the legal and technical aspects of the pact, and that the representative foreign Ministers should meet later, when it is hoped a filial agreement might be reached. "The German Government gives its assent to this course. A legal expert is departing immediately for London to attend a conference of experts next week."
