SHIPOWNERS' INSTRUCTIONS. LONDON, 26th August. The shipowners have cabled to their respective agents in ; Australia that they must not yield to the seamen's demands. ' SYDNEY, 27th August. The Oversea Shipping Representatives' Association has been advised by the British shipowners that all rates of wages having been constitutionally fixed through the National Maritime Board, the British owners definitely decline to concede the strikers' demands.
