. (Received 28th August, 11.30 a.m.) LONDON, 27th August. • Tho Seamen's Union reports that the strike is "finzling out" throughout Britain. London is quiescent. The provincial ports report, that several ships are held \ip temporarily, because the men hesitate to sign on until they know the facts of the situation. Having learned the facts they promptly sign on, and no ship is delayed beyond a few days. j
