FRENCH DEBT PAYMENTS
TWELVE AND A-HALF MILLION
A YEAR CAILLAUX'S ESSENTIAL CONDITION, (DMTED PRESS ASSOCIATION— COPIRIQHT.) (REUTERS TELEGRAM.) LONDON, 26th August. Official.—The Government has authorised Mr. Churchill finally to'offer a settlement of the French debt on the basis of sixty-two annual payments df twelve and a half millions sterling, on the sole responsibility of France, subject to an agreement as to details and governing ..the conditions of proportional equal treatment by France of her creditors. ' M. Caillaux reserved his opinion, and promised to submit the proposals to the French Government. Mr. Churchill, commenting on the official statement embodying the offer, said the negotiations were not broken off. . ' M. Caillaux, in a statement, says that Mr. Churchill agreed to concede a partial moratorium until 1930, but only | partly accepted the French demand for a stipulation, which M. Caillaux said he considered was essential to any arrangement that the transfer of the annual payments should be suspended in the event of their threatening to disturb the exchanges. M. Caillaux also expressed the opinion that guarantees should be given France that she would in no way have to pay the Allied and Associated Powers higher sums than she received from Germany. He remarked that the conversations were merely interrupted, and he had no doubt a final arrangement would be reached.
