RED TERROR REVIVED
ALARM IN RUSSIA,

LONDON, 23rd August. The fiiga correspondent of- "Tin Times", says that the -terrorism which marked the earlier period of the Soviet regime haß been revived throughout Russia. The most widely practised form of terrorism consists in Bildden arrest, banishment, and confiscation of property without trial. Numerous summary shootings are also reported. These metliods- havo. been long suspended, and their resumption is causing much alarm. The reason is not apparent, but it is stated to be duo to the Bolsheviks' anxiety for the security of their regime. It is noteworthy that the present campaign embrace* not only, the capitals but also the majority of the' provincial townSj and even villages..
