WASHINGTON, Bth August. Between 30,000 and 50,000 members of the Ku Klux Klan, from twenty States, wearing'white robes, paraded the streets on Saturday, and gathered at the foot of the Washington Monument. The meeting was dispersed by a deluge of rain, followed by a lightning storm, just as the services were beginning.
