Tho .'"Daily Herald's" diplomatic cor-, respondent fastens on to the second sentence in the quotation from M. Briand's dispatch, referring to Britain's refusal to bind herself in advance. This, tho correspondent says, reveals that there have been verbal explanations given to Franco, in addition to those contained in tljo published correspondence. - .
