SPANIARDS

TERRORISM.

LONDON, 25th May.
Lady Drummond Hay, the " Daily Express" special correspondent at Tangier, telegraphs grave charges against the Spanish soldiery. She says they are openly raiding and looting villages in the neutral zone, violating all treaties and conventions. Refugees are crowding into Tangier. Famine and disease have been added to the other horrors. One woman staggered into Tangier with half her face blown away. Another was shot through the breast,* at which a .suckling babe was killed. Three others were hideously maimed by the explosion of a concealed mine. Spaniards fired upon a band of charcoal burners, who were carrying their wares to market. Aeroplanes have been swooping down upon villages and burning peasants out of their homes. The situation is so serious that representatives of Britain and France are holding a conference to discuss how to stop the Spanish terrorism.
