SOVIET POLICY
CAPITALISM IN RURAL AREAS.
(REDTER'S TELEGBiII.) . (Received 4th May, 2.30 p.m.) RIGA, 30th May. Signs of opposition to the Soviet's new economic policy were forthcoming at the Fourteenth Congress of the All-Kus-sian Communist Party, notably in connection with Rykoff's statement that no administrative pressure must be exercised against the new capitalist relations which are arising in the rural districts, where the policy is beginning to bear fruit. Various speakers criticised the new line as incompatible with Communist doctrines. One member declared that the policy is an error, which will cause an acute political struggle in the villages.
