Mr. ■ T. Matsudaira, tho ii?w Japanese Ambassador, denies the report that he has received instructions to reopen tho immigration question. He says that, although the United States considers the matter settled for ever, Japanhopes the problem will be considered again sometime.

Japan's agreement with Russia, said the Ambassador, was found advisable owing to Japan's peculiar economic and geographical relatio/is. He denied that Japan was entering upon an intensive aircraft construction programme, and stated that the misunderstanding 'by the Japanese people with regard to the American naval manoeuvres had now been settled by the explanations given out by the authorities.
