Dr. Benes, Czecho-Slovakia, discussing with M. Herriot Europe's security, outlined a scheme to constitute a "United States of Europe." Dr. Benes aims at forming two groups: (1) Western, consisting of Britain, Prance, Belgium, and Germany; (2) Eastern, consisting of Poland, Czecho-Slovakia, Jugb-Slavia, Austria, and all the other Central European States, allowing Italy to join either group, and inviting Spain to join the Western signatories, with a guarantee mutually to protect the frontiers and accept compulsory arbitration.

Dr. Benes believes that the Dominions would not cbject to such a regional understanding, which does not require placing military forces at the disposal of another country. He hopes the scheme will be accepted as a substitute for the Protocol before the League of- Nations meets in September.
